Upon the first National Stamp Collecting Month in 1981, then Postmaster William Bolger was quoted on a special USPS souvenir card: "Stamp collecting, the world's most popular hobby is an important and worthwhile lifetime endeavor for millions of people. As such, it brings generations together in the joy of discovery and accomplishment."
The card pictured here is a NSCM postcard, undated, but picturing topics of stamps released in 1983. The cards are not particularly easy to find as many were returned and destroyed, creating a minor scarcity.
